Water puts out fires if enough of it can be applied. Firefighting helicopters and planes cannot fly in 100 mph winds. Embers can travel pretty far in them, though. (In case any dimwit MAGAts haven’t heard anyone but their hero’s explanation.) Water the tumbleweeds to keep them green? They are dry seed carriers, detached from their plant.
